Pension Management Practices and Pension Service Delivery in Kabarole District Local Government

Purpose: Quite a number of reforms and policies have been put in place to improve efficiency and effectiveness in pension service delivery in Uganda, however, there are still reported delays in accessing pensions by pensioners and beneficiaries, which has contributed to deteriorating living conditions among retirees exacerbating elderly malnutrition, inability to access healthcare, and increased financial vulnerability. This study has three objectives: (i) to assess the effect of records management on pension service delivery in Kabarole District Local Government (KDLG), (ii) to examine the effect of stakeholder engagement on pension service delivery in KDLG, and (iii) to evaluate the effect of pension governance on pension service delivery in KDLG.
Methodology: An explanatory correlational design was adopted with a target sample of 195 respondents which was determined using the Krejcie and Morgan (1970) table. Both simple random and purposive sampling techniques were used. Primary data were collected through structured questionnaires, interviews, and focus group discussions. Quantitative data was analysed using descriptive and inferential statistical techniques while qualitative data was analysed using thematic, content and narrative analysis. The analysis was done on responses from 128 survey respondents constituting a response rate of 65.6%.
Findings: The findings reveal that records management has a strong positive relationship with pension service delivery (β =.663, t = 9.950, p< 0.05). Stakeholder engagement also is strongly associated with service delivery (β =.635, t = 9.224, p < 0.05). Pension governance also shows a significant positive relationship with service delivery (β =.558, t = 6.805, p < 0.05). The study concludes that effective records management, strong stakeholder engagement, and improved pension governance significantly enhance pension service delivery in KDLG.
Implications to Theory, Practice and Policy: The study recommends the adoption of digital record management systems to enhance accuracy and timeliness, establishment of regular pensioner forums to improve stakeholder engagement, and strengthening of internal controls and accountability mechanisms. Future studies should examine pension management across multiple districts for comparative analysis and assessing the socio-economic effects of pension delays on households’ welfare. They can evaluate the role of digitalization and e-governance systems in transforming pension service delivery.
